"system failure" verdict on concussion rules

I suspect that many people are as confused as I am about the concussion controversy. I was amazed a few years ago when the automatic three weeks out rule was dropped and players came bak on the pitch in the same match. The current situation looks half-baked.

It definitely needs sorting out ... wasn't it Shontayne Hape's career that was cut short by concussion?
