Surely the time has come for this serial offender to be sidelined - permanently? Given the record that he has, it is extremely likely that he will offend again. Yet the RFU seems to be ignoring the need for a precautionary approach and may be risking unacceptably the safety and wellbeing of other players by allowing Hartley to return to playing after six weeks. Does a player need to be permanently disabled before he is regarded as an unacceptable risk?
